Barry moved from a teaching career at the University of Queensland to join the Australian National Parks and Wildlife Service in 1983. The initial attraction was to lead a research team charged with finding an ecologically sustainable balance between species conservation and phosphate mining on environmentally sensitive Christmas Island. Following a successful outcome, he moved to Canberra and senior management roles in the Australian Government Environment portfolio, establishing and managing national programmes in biodiversity conservation, natural resource management and natural and cultural heritage.

Past positions include Executive Director for Conservation Management in the Australian Nature Conservation Agency, Director of Natural Resource Management for the Murray-Darling Basin Commission and Deputy Executive Director of the Australian Heritage Commission. He was a member of the COAG Water Reform Task Force and the National Landcare Advisory Committee.

He took up his current position in December 2005, including responsibilities for the international environmental chemicals conventions, the international movement of hazardous wastes, the protection of the ozone layer and the assessment of the environmental impacts of industrial and agricultural chemicals, genetically modified organisms and nanotechnology.

Barry holds a Bachelor of Science (Hons) from the University of Queensland and a PhD from the University of Aberdeen, Scotland.

Since attaining a Psychology degree in the early 80’s Yvonne has developed and implemented social policy programs both in Australia and in the U.K.

Working with both Government and non government organisations, Yvonne has been responsible for pioneering work in the fields of crime prevention and community safety as well as community drug action and education.

Most recently she assisted NSW Health prepare their 5 year State Health Plan and is now working with the Australian Government Department of Health and Aged Care in the Medical Benefits Division as Assistant Secretary responsible for Diagnostics and Technology.

Wolfgang Korth is an analytical chemist who joined the Australian National Residue Survey (NRS) in the Australian Government Department of Agriculture, Fisheries and Forestry in December 1995.

Wolfgang completed his PhD, which involved the analysis of cyanobacterial odour compounds in surface waters, at the University of Wollongong in 1992. He has been involved in chemistry, of one sort or another, for over 30 years. He started as a trainee industrial chemist with Australian Iron and Steel (part of BHP) in the late 1960s and has worked for a number of organisations since then. Prior to joining NRS he spent 10 years with CSIRO in research.

He is currently manager of the Residue Chemistry and Laboratory Performance Evaluation (RC&LPE) section of NRS. The RC&LPE section’s main responsibilities include laboratory procurement, assessment and monitoring of laboratory performance through the use of proficiency tests and the provision of proficiency testing services for both NRS and external clients under contract. He is also a member of the NATA Chemical Testing Accreditation Advisory Committee (CTAAC) and Proficiency Testing Advisory Committee (PTAC).

Professor Ruth Salom is the Executive Director of SA Pathology.

Professor Salom has over 20 years experience in health in both the public and private sectors. Ruth's previous roles include Managing Pathologist, Victorian Cytology Services and as a Board Director at Peninsula Health in Melbourne.  After graduating in Medicine and Medical Science with Honors from Monash University, Ruth trained in Anatomical Pathology in Melbourne, where she developed an interest in dermatopathology and gynaecological pathology.  She went on to complete an MD in the Department of Pathology and Immunology, and furthered her research at Hammersmith Hospital, London.  Ruth has been a member of numerous College, education, research and quality committees. In addition to Ruth's clinical experience she has management experience and has completed Master of Business Administration at Melbourne Business School and is a Graduate of the Australian Institute of Company Directors.  Professor Salom has won numerous awards and Honors for Postgraduate Studies and Research.

Joseph Patroni authored papers in carbohydrate and analytical chemistry and invented surfactant technology for the commercial production of recombinant proteins from 1978-1989. This patented technology enabled the large-scale manufacture of physiologically active proteins from 1985 and underpins the current manufacture of porcine growth hormone internationally.

Since then, Dr Patroni has served in economic development portfolios in Western Australia supporting the planning of economic infrastructure and science as a driver of economic growth. He has served as WA’s representative on NATA Council since 2001.

Ingrid Flemming gained a Bachelor of Applied Science from the University of
Technology, Sydney in 1987. Her professional activities have led to her
specialisation in laboratory quality assurance. She held technical and
research positions in various fields before 1994, when she became Managing
Director of IFM Quality Services Pty Ltd. In addition to operating its own
Proficiency Testing (PT) schemes, IFM Quality Services provides samples and
assistance to other PT providers worldwide. IFM holds two separate
accreditations with NATA.

Ingrid is a member of the Australian Society for Microbiology and the
Australian Institute of Food Science and Technology. She is a NATA assessor
in the fields of PT Scheme Providers and Biological Testing. She is a
consultant to the IEC-EE on laboratory quality assurance and also sits on
NATA's PT Service Provider Accreditation Advisory Committee.

Robyn Easton qualified with Degrees in Organic Chemistry from Adelaide. She was employed at a pharmaceutical firm as the Works Chemist, then Technical Manager before returning to research for 2 years at Harvard University, working for Nobel Laureate Prof E J Corey.

She returned to Australia after living in New Zealand and was involved in education issues through the South Australian Education Department Parent Participation Standing Committee, becoming the Convener of the Early Childhood Reference Group.

Also involved in Consumer issues, in1994 she was appointed to Standards Australia Technical Committee as a representative of the Consumers’ Federation of Australia, (CFA), Australia’s peak consumer body. Robyn has served as a CFA volunteer on numerous Standards Australia committees over the last thirteen years and in 2002 was awarded Standards’ Australian Award for Excellence in Standardization and Outstanding Service (Committee Member)

In 1998 she was employed by the Federation of Australian Scientific and Technological Societies, the umbrella scientific lobby organization and has represented the interests of 60,000 working scientists since then.

Nominated as a voluntary Consumer representative, she was appointed to NATA Council in 1998.
She was appointed to the Technical Advisory Council of the Joint Accreditation System of Australia & New Zealand (JAS–ANZ) in 2002 and is currently Vice Chair.

In 2005 she was co-opted into the International Organisation for Standardization’s Committee for Consumer Policy (COPOLCO) and is a voluntary member of ISO/COPOLCO Ad Hoc Group on Product Safety. She is currently Chair of a sub committee revising ISO / IEC Guides.

She was appointed to Standards Australia Consumer Standing Forum to provide advice to the Board committee on policy across the range of Standards activities, governance matters, strategies for future Standards development and approval activities and oversight of Standards matters of interest to end-use consumers.

Robyn is a voluntary Steering Committee Member at the Consumers’ Federation and continues to represent consumers’ interests at every opportunity.

Dr Laurie Besley is the Chief Executive and Chief Metrologist at the National Measurement Institute (NMI).  He has occupied this position since December 2007, when he succeeded Dr Barry Inglis on the latter’s retirement.

Dr Besley’s scientific and management career has spanned a diversity of fields including, for the last ten years, metrology in chemistry.  After beginning his career in cryogenic temperature measurement and spending 20 years working in physical metrology, he applied his PhD in chemistry to transplanting the metrological approach from physics to chemistry and initiated work in this area within what was then the National Measurement Laboratory (NML).  He was subsequently appointed Director of the National Analytical Reference Laboratory within the Australian Government Analytical Laboratories (AGAL).  When AGAL and NML both became part of the new organisation NMI, he was appointed to a role as general manager of the metrology in chemistry branch and late last year was given his present role.  Dr Besley has been a NATA assessor for a number of years in the fields of chemical testing and reference materials production.  He has a publication list of some 75 journal publications in a variety of different fields of metrology.

Dr Besley is active in a number of international forums.  Amongst others, he is Australia’s representative at the Consultative Committee for Amount of Substance, a part of the structure of the International Committee of Weights and Measures, and is a member of the Executive Committee of the Asia-Pacific Metrology Programme.  He is a member of the editorial boards of the international journals “Metrologia”, “IET Science Measurement & Technology”, and “Accreditation and Quality Assurance”.

Pieter Scheelings (FRACI) holds a Diploma in Applied Chemistry, a Bachelor of Science (Hons) and a PhD in organic chemistry. He is a fellow of the Royal Australian Chemical Institute (RACI) and represents the Institute on NATA Council. He is currently employed as a principal chemist with Queensland Health Scientific Services (QHSS) and team leader of the Food Chemistry Group. Before joining QHSS in 1997, he worked as a research chemist with the Australian Government Analytical Laboratories in Melbourne before taking up the position of Director of the Adelaide regional laboratory in 1986.

He was chair of several Standards Australia CH/23 sub-committees and is currently a member-at-large of the AOAC International Committee on Reference Materials. Over the last 5 years, he has been a member of the Australian delegation on the Codex Committee on Pesticide Residues. He is the current Co-ordinator of the Asia Pacific Food Analysis Network which provides training opportunities for food scientists from developing countries. He is a NATA assessor and has been a technical advisor on proficiency studies in chemical analysis of foods.

Don Swinbourne is the Chief Executive Officer of the Royal Australian and New Zealand College of Radiologists. He has a Masters degree in Commerce from the University of New South Wales and is a Fellow of the Australian Institute of Company Directors. After a short period working in marketing for Unilever, he moved into university administration – firstly at the University of Sydney where, amongst other positions, he served as Secretary to the Faculty of Medicine and Associate to the Dean – and then at the University of New South Wales where he was the Executive Officer in the Faculty of Medicine and subsequently the Deputy Registrar heading the University’s Department of Administrative Services.

Bevan Hokin holds a PhD from University of Newcastle, 2003; a Master of Applied Science from the University of Technology, Sydney and a Bachelor of Science (Auckland).

He trained as a medical laboratory scientist and has worked in the public and private hospital sectors for more than 30 years. He was appointed Laboratory Manager and Director of the Pathology Laboratories of Sydney Adventist Hospital in 1985 and continues in this position. The SAH is the oldest accredited laboratory in Medical Testing.

Bevan has been an assessor since 1986 and has been on the NATA Council since 1996.

Jitendra Parikh holds MB BS (Calcutta) in 1968, DGO (Bombay), DFP (Bombay) in 1970 and MD Obst Gyn (Bombay) in 1971 and has a Master of Family Medicine from Monash University in 1999. He is a Member of the Royal Australian College of General Practitioners and a medical educator for International Medical Graduates, a teacher at Concord Medical School, and an Australian General Practices Accreditation Limited surveyor.

He has worked as a Medical General Practitioner since 1975 and has been involved with the College of General Practitioners since 1982 as a Member of the Faculty Board, in an external GP Examiner and Guest Lecturer, Department of Community Medicine, of the University of New South Wales and has an interest in quality assurance and accreditation.

David Turner holds a Bachelor of Engineering, Master of Engineering Science and Master of Business Administration.

He is directly responsible for the operation of two NATA accredited laboratories covering electrical, temperature and humidity calibrations and measurement and is the authorised representative for all ENERGEX’s NATA accredited laboratories. David’s association with NATA goes back over 20 years through the management of accredited laboratories covering five separate fields of
accreditation and inspection services including the roles of signatory and authorised representative. He was elected to the Council in 2001 and appointed to the NATA Board in August 2004.

Kaye Watson has a Bachelor of Applied Science (Queensland Institute of Technology) and a Graduate Diploma in Quality Management (Queensland University of Technology).

She became a NATA technical assessor in the field of Medical Testing in 1992, and has assisted with many medical testing assessments, throughout Australia. Ms Watson qualified as a Lead Auditor in 1998 after attending a NATA Auditor/Lead Auditor training course. She was elected to NATA Council in 2001.

Richard Duncan, after studying Mechanical Engineering at Adelaide University started a small toolmaking business, Duncan Tool & Gauge Pty Ltd in 1961. During the Suez crisis the Commonwealth government helped equip a small metrology laboratory, which was NATA accredited in 1969. It has since grown to become one of the most extensively equipped private Physical and Dimensional Metrology laboratories in Australia.

Richard has been a member of the NATA Council since 1989. He is an assessor and has been an authorised representative and signatory since 1969. He is a foundation member of the Metrology Society of Australia and Chairman of Standards Australia Committee ME27, Engineering Tolerance Systems, Metrology and Surface Quality.

Mr Duncan represents Australia on ISO Technical Committee 213 (Geometrical product specification) and is a member of the working groups on Uncertainty of Measurement, Dimensional Measuring Equipment, Coordinate Measuring Machines and Areal Surface Finish.

Hasib Congo currently works for Hydro Tasmania, Power Engineering, Consulting, Primary Electrical Plant Design team as a senior engineer. After completing a degree in electrical engineering at Sarajevo University in 1980, his career started in the high voltage manufacturing industry in Bosnia and Herzegovina.

He worked in the institute for research and development of Gas Insulated Switchgear and in addition to design skills, he also developed curricula for project management and quality insurance.

Due to war breaking out in his home country, Hasib moved into a Technical Advisor job with Arexco Ltd. in Dubai, United Arab Emirates. This position helped him to develop his consulting skills. From there, he moved to the Power System Reliability Manager position with the Dubai Electricity and Water Authority. His first job in Australia was at Alstom Power Transformer Factory, where he developed testing and managerial skills as a Test Engineer.

Hydro Tasmania Consulting is an international consulting firm. As senior electrical engineer Mr Congo provides expert engineering services in Power Engineering areas. In parallel, he is engineer in charge and quality manager of the laboratory for calibration of the metering CT & VT and energy meters, involving compliances with the ISO 9001 Quality Management System and ISO/IEC 17025.

Mr Congo is an approved NATA signatory in the field of current and voltage transformer calibrations and energy meter calibration.

Bob graduated from the University of Tasmania in 1970. After commencing work in the automotive industry Bob completed a Diploma in Secondary Metallurgy.

During 32 years at ACL Bearing Company Bob worked in various technical and manufacturing roles and was appointed Technical Manager, Operations Manager, and then, in 1990, General Manager.

He joined Furntech-AFRDI in 2003 as Institute Manager and was appointed to the position of CEO in 2005.

Roderick Chappel, BAgrSc, PhD, has been Quality Manager and Scientist at the National Serology Reference Laboratory, Australia since 1999. From 1995-1998 he was the Quality Manager at the Victorian Institute of Animal Science (VIAS) and from 1972-1998 he was Research Scientist at VIAS.

His career has spanned scientific research, laboratory diagnosis and quality management in both veterinary and medical environments. At VIAS he led the team that established a quality management system for the veterinary diagnostic service. His published research has included the development and evaluation of diagnostic tests as well as the study of animal and human leptospirosis. At NRL he managed and developed a quality management system that meets the requirements of ISO-9001, ISO-15189, ILAC-G13, AS-4801 and cGMP.

Roderick’s involvement with NATA has been as an authorised representative for the NRL from 1999, technical assessor from 2000, delegate to NATA proficiency testing providers’ workshops from 2002 and member of the Proficiency Testing Scheme Accreditation Advisory Committee since 2004. He was elected to NATA Council in 2004.

Geoff Hogg has qualifications in veterinary science, medicine and law. He is a Fellow of the Royal Australasian College of Physicians and a Fellow of the Royal College of Pathologists of Australasia.

He has worked in the veterinary field as a Field Veterinarian (Department of Agriculture, Victoria) and as a Veterinary Pathologist (Bendigo Regional Veterinary Laboratory). He has also worked as a paediatrician and a Clinical Microbiologist (Royal Children’s Hospital, Melbourne). He is also an Analyst for Microbiological Analysis of Food and an Analyst for Microbiological Testing of water for contamination and Legionella spp.

He is currently Director of the Microbiological Diagnostic Unit, Public Health Laboratory at the University of Melbourne.

He is involved with NATA as an assessor for Medical Testing, as the Authorised Representative for Medical and Biological laboratories, and as a member of the Forensic Science Module Working Group. He was elected to NATA Council in 2004.

Matt Callanan has a Diploma in Advanced Foundry practice from the City and Guilds of London Institute; and Australian Institute for Non-destructive Testing (AINDT) level 3 qualifications in radiography, ultrasonics, magnetic particle and penetrant testing methods. He is a Federal Councillor, WA Branch President and an examiner for AINDT.

He is a co-founder, principal and Managing Director of Applus RTD Pty Ltd which began in north-west WA and now operates throughout Australasia and the Pacific. In his career he has worked for steel foundries and non-destructive testing companies, achieving various supervisory and managerial positions.

In 1974 Mr Callanan became a NATA signatory; was elected to the Council in 1989, became an NDT assessor in 1994 and was elected to the Board in 1999.

Carmel Boatwright has a Research Technician’s Certificate and is the Laboratory Manager at Ecowise Environmental where she is responsible for management of a fully commercialised laboratory for water, waste water, environmental and associated testing and for the research and development in chemistry, microbiology and biology.

She has been a NATA signatory since 1996, authorised representative since 1996 and the representative of the ACT members on NATA Council since 2002.

Peter Duncan, Bachelor in Applied Science (Physics), Curtin University,1975. He is a founding member of the Metrology Society of Australia. Peter has been an assessor for NATA in the field of Construction Materials Testing since 1984, and from 1989 to 1998 was a member of the Construction Materials Testing Accreditation Advisory Committee. He was first elected to NATA Council in 1986 to represent Western Australian members and is currently co-opted to Council.

In 1989 Peter was first elected to the then Executive Committee and has held the position of Vice-Chairman since 1995. He has supported NATA through the recent major changes to its governance and is currently the Vice-Chairman of the NATA Board and Council.

During his term on Council, he has also extensively promoted the value and utilisation of NATA accreditation to federal and state government departments, and instrumentalities in their contractual and purchasing policies, and in particular within the state road authorities (AUSTROADS).

Between 1962 and 1998, he was employed by Main Roads Western Australia (MRWA) and involved in all aspects of testing for the evaluation of existing pavements, and the specification and quality assurance of new road works construction. He was responsible for the development of technical standards, the competency and training of technical staff, and directed the logistical support serving over twenty MRWA laboratories that were variously accredited in the fields of Construction Materials, Chemical, Physical and Dimensional Metrology, and Heat and Temperature. He has served on a number of technical committees for Standards Australia.

In 1999, Peter Duncan established his own company, Tarwyn Pty Ltd, which offers consultancy in pavements, road building materials, and technical systems advice and auditing.

Dr Barry Inglis (B.E.(Hons), Ph.D., FIEAust, CPEng., FIEEE, FMSA) was the inaugural Chief Executive and Chief Metrologist of the National Measurement Institute (NMI) which was formed on 1 July 2004. He was previously the Director of the National Measurement Laboratory within CSIRO, a position he held for seven years. In 2000 Dr Inglis was elected a member of the International Committee of Weights and Measures (CIPM), the governing body of the organisation of the Metre Convention, of which Australia has been a long standing party. Since 2002 he has been a Vice-President of CIPM, and in 2003 he was elected President of the CIPM Consultative Committee for Electricity and Magnetism (CCEM).

Dr Inglis has been active in metrology issues in the Asia Pacific region over many years and was Regional Coordinator/Chairman of the Asia Pacific Metrology Programme from 1994 to 1999.

Dr Inglis is engaged in all aspects of the technical infrastructure in Australia. He has been involved in NATA activities since 1976, when he was appointed a NATA assessor in the field of electrical testing. He has been a member of NATA Council since 1992 and a member of the NATA Executive/Board since 1995, and he was elected Chairman of the Board in October 2003. Dr Inglis was also a Commissioner on the governing board of the National Standards Commission, and was a member of the Council and the Electrotechnology Standards Sector Board of Standards Australia International, the national standardswriting body.

Alastair Ross has been involved in forensic science since 1976. From 1992 to 2003 he was the Director of the National Institute of Forensic Science. During that time Alastair worked with NATA to establish a forensic science program and since its introduction in 1994 (initially as a joint program with the Laboratory Accreditation Board of American Society of Crime Laboratory Directors (ASCLD/LAB)) he has been the Chair of the Forensic Science Accreditation Advisory Committee. He was subsequently Director of the Victoria Police Forensic Science Centre (2003 - 2008)

Alastair is the Director of the National Institute of Forensic Science and was first elected to the NATA Board in 2003.
